Dear Guptaji

There is nothing wrong with your RTI request. The reply from the CPIO
has given you the opening that you want. Of course the information is
not going to come out in this round RTI but you will have to file
another RTI. This is because you used the words "inordinate delay"
which is a subjective term..

The strategy I suggest is this

1) File a First Appeal CVC. <-- This is the crucial step. Do not file
Complaint !!!
2) The grounds for your appeal are:

A) That CPIO has lied to you because CPIO knows very well that at
least 3 Files have been opened on your Complaint. (In place of 3 you
can use any number larger than 2) which contain the specific
information you requested.

B) That all the reasons for the period taken to conclude the
investigation exist on file and have been duly recorded. The same
constitutes information as defined in the RTI Act.

C)  That the CPIO has corruptly lied and denied you the information so
as to shield other officers in CVC and you have reason to believe this
was done for extraneous consideration

Put the prayers

1) That you be allowed to inspect the entire record of your complaint
and be provided certified copies of documents you desire at prescribed
fee..

2) That CPIO be sent for training on RTI Act


Once you get the FAA order it is time to fle the real RTI request
