Please do not blame the Minister or Prime Minister orPresident.
We eccepted thev system 60 years ago
that Bureaucrats will manage the country as being managed by the Britishers.Why are blaming them now.
The Present Prime Minister Dr. Manmohan Singh is Bureaucrat.He forced the former President to sign the
Order regarding imposition of Presidentb rule in Bihar. He forced him to sign many agreement not in the
interest of country,including the Nuclear issues.He does not know,how to lift  the water from the well.
He is not aware how the banks are fooling the nation.
How the inflation is going up,when the Farmers neither pay the Value added Tax, Income Tax, Central Excise
Duty, Education cess, Higher Education cess, customs duty, toll tax, octroi, electricity duty and tax on sale of electricity,
The Agriculture IncomeTax is not enforceable on Agricuturists.

Isn't it a pity that a billion plus people have to depend on a handful of lawyers to fight for justice and that too in a practically futile manner? It goes without saying that in a democracy it is the pople who are the sovereign entities. The functions of the state is limited to being facilitators of good order and harmony. But what do we find? Even a simple and straightforward law like the RTI Act is being so blatantly subverted and we are just reduced to looking on helplessly. The CJI leads the pack in subverting the law and instead of being kicked out he is rewarded with another plum posting! The post-independence Congress led by Nehru has brought us to this sordid state and we still continue to worship them! An individual minister manages to swindle the tax payer of 1.76 lakh crores of rupees and the PM and super PM want us to accept their sham of investigations and be happy about it! I, for one, wholeheartedly pray that the naxalites and maoists choose their targets correctly whenever they decide to strike.

yes you are right that, for the last 63 years except blame game political parties in india are not Delivered nothing other than scandals up on scandals.
Regarding the status of the population who are helpless, i feel India has a great history of lawyers taking the lead to deliver justice.
Starting from Father of the nation "Mahatma Gandhi" who fought against Britishers along with citzens to free us from Foreign administration.
Recently one pracising young advocate in Supreme court filed a petition to grant permission from the vice presdient to investigate the illgotten wealth of the former CJI of India & present chairmen of NHRC Balakrishnan , which is the news of the day.
 similarly In Karnataka , Two young advocates from a forum "Lawyer justice"  has filed a 150 page complaint & 1500 pages evidence document against present Chief Minsiter Yediyurappa before the Governor of Karnataka to sanction prosecution orders.
Similarly Prashanth Bhushan against whom the contempt plead in on are requesting him to ask for simple Apology to take back the case.  
Subramanya swamy is one more example to bring the scandel of 2G to public domain.
The case of P.D Dinakaran is also an example of lawyer who took an initiative to bring the issue to public domain.

i Know governance in Bihar sufficinetly well since the days I was Counsellor for the IAS probationers of Bihar State in 1982 and 1983
in the LBS National Academy of Administration, Mussoorie. Later on, I was asked to conduct a concurrent evaluation study of Poverty Alleviation
Programmes funded by the Central Government in Chhapra district of Bihar (Lalu Prasad's constituency) during the 15 years of loot period
in year of 2000. My report published by Planning Commission showed that not even one paisa out of one rupee reached the BPL targetted
groups. Development v/s Growth need all round appreciation but four decades old this system which believes in BLAME GAME only to keep
'KURSI' at any cost will not do. God may help the voiceless millions of REAL India.

I donot agree. RTS should be seperate and not mixed with RTI. RTI only gives information whereas RTS should provide service.
