Dear Mr. Sarbajit Roy,
Information & interpretation given by you are excellent and may be legally tenable. My query is that whether SC & other courts' offices are covered under RTI Act or not, if so covered, sect 22 of RTIA has not superior effects than SC Rules framed as per their constitutional powers. If courts are beyond purview of RTIA than why appointments of PIO & AA in courts? You have rightly said terminology of "inconsistency" herein may require proper interpretation. I shall be thankful to your valued interpretation for this.

You are not the only person holding a reply that SC RTI Fee/Cost Rules are not gazetted.
The SC is taking the stand that they have Constitutional powers to self determine their own procedures and are a law unto themselves in the absence of a SPECIAL LAW by Parliament
