File RTI to DoPT, ask for copies of documents and other material defined as information under RTI Act on which the decision is proposed to been taken.
After CBI, it may be police in line of seeking exemption from RTI.

This is long anticipated. The proposal was pending since 2006 but was turned down 3 times before. Now because of 2G and CWG, the government has discovered (from preamble to Delhi Special Police Act ) that CBI is intelligence organization also, and so a mothballed 2010 proposal was cleared in a hasty manner few days back to exempt CBI under section 24.
