2. Earlier, Punjab and Chandigarh High Court has ruled that Commission do not possess any Discretionary Powers for Relaxing or Not Imposing the Penalty on CPIOs
3. Since then, several High Courts have ruled that penalty is mandatory. Kindly go through the earlier posts in this list.
