Since Diwali is approaching I shall try and explain in metaphors of fireworks.

1) RTI request is like a :"phooljari", in itself it is of no use (except for teaching babies about fireworks) but for the fact that it possesses a suffciently hot flame to ignite OTHER FIREWORKS.

2) Like a Phooljhari RTI request is cheap and must burn long enough to light MANY other fireworks with.

3) So longer the RTI phooljhari burns the more bang we get for our (10) bucks.
