You were given the entire file by DoPT and during the hearing CIC SM surmised for you that no shortlisting was done, when IC ANT was elevated to CIC (after CIC WH demitted office).
Here is what you actually wanted to know:
The story actually started when CIC WH "resigned" from office to go to J&K as its first Chief SIC. That resignation was left in a limbo and had a bearing at the time of resignation of IC Omita Paul. Subsequently, when CIC WH did demit office he same "suggested procedure" was adopted.

Between 2010 and 2011, I had obtained all documents related to elevation of IC ANT to CIC from the CPIO of CIC and PMO. A summary as to what happened behind the scenes, is available in post #2 here:

When you analyse those documents, you will learn that how childish can 65 year olds become - just to get the "Chief" tag attached before their designation.
Keep a careful watch on the order of appearance of the photos of various ICs in the CIC (on the CIC home page). Do homework with their CVs......and you can safely predict the order of future Chief IC till Feb 2017 !
