You are correct that an UNREASONED "out of turn" hearing appears to
have been given.

This is a very well known matter from after the time CIC(SM) was
Secretary at DoPT.

Incidentally, CIC(SM) also shares some Madhya Pradesh links like Smt.
Bharadwaj (nee Gate).

It seems all sides in the dispute want the matter to be resolved as
soon as possible ;-)

friends know the state of affairs at CIC where delay and corruption
cuts across all Registries.
