Dear Sir / Madam

I am shocked to learn from the media today that your Departmental file
containing my several reasoned and detailed comments / objections /
suggestions on proposed amendments to the Central Right to Information
Rules in response to a public notice issued in December 2010 by your
Department has been sent to the PMO in January 2012.

I had categorically submitted my objections / comments in confidence
clearly stating that the same were not to be disclosed to the Prime
Minister or his Office or to be disclosed to any private person etc
without my consent / knowledge . The said facility to submit in
confidence is specifically permitted in law to me as a right by the
RTI Act 2005 administered by your Department.

I am also shocked to learn that your Department has disclosed my
confidential communications to private persons without my knowledge
and provided copies to them against payment. As this has been done in
contravention of the RTI Act provisions, I therefore request you to
kindly immediately initiate formal penal proceedings under Official
Secrets Act against the officers of your department responsible for
the said actions. I am an aggrieved party who has been harmed and I
wish to pursue this matter formally seeing as how some person to whom
the records were disclosed have links to foreign powers inimical to
India.

I would also be obliged if this email is acknowledged and acted upon
within the norms of the Manual of Office Procedure laid down by your
Department/Ministry.
