Respected Sir

Sub: Prosecution of Mr. Arvind Kejriwal for unauthorised tampering
with electric installation of BSES Rajdhani.

It is a matter of great shame and concern that a POLITICAL decision
has been taken at the highest level of Lt.Governor of Delhi Mr.
Tejinder Khanna not to prosecute Mr. Arvind Kejriwal for unauthorised
tampering with BSES's electric installations and committing brazen
theft of power in full view of the media. The confidence of the
consumers in the rule of law has been thereby greatly shaken.

As I am given to understand that the DERC is an autonomous Regulatory
Authority set up under DERA and the EA-2003 with its own self
contained legal powers therein pertaining to protection of consumer
interest and licencing / monitoring of the licencees (in this case
apparently BSES-Rajdhani whose installations in Khanpur were tampered
by Mr. Kejriwal when he and a host of his supporters and media persons
invaded and overawed the home of some hapless poor person to tamper
the installations).

I would therefore urge you to kindly see to it that the Hon'ble
Commission URGENTLY intervenes under its suo-moto powers to ensure
that maximum prosecution under the law is initiated against Mr Arvind
Kejriwal personally.

Kindly treat this email as my complaint and also request for his prosecution.

For the ready reference of the Honble Commission, I am giving some internet URLs
containing reports of reputed newspapers and their photographs titled
as "Electric Kejriwal dares the Law" etc.. I submit that insofar as
Electricity Theft is concerned the DERC is the Law over the Discoms
and the Hon'ble LG is only a minority 49% stakeholder. Further, in
view of WP(C) 542,543,544 of 2007 pending in High Court (where I am a
party) if the DISCOMs were to concede that the minority stakeholder
can interfere to impede prosecution of Mr. Arvind Kejriwal, that this
would tend to show the substantial control the State exercises over
the DISCOMs making them as "public authority" under the Right to
Information Act 2005..
