I suggest "Sin Tax" on the Producers of Alcohol and Tobacco to reduce their production, which would make these products exorbitantly costly & beyond the reach of Common Man.

That would automatically reduce the consumption of those products and We the People will not be made to unduly bear the Sin Tax.  

PS : Singapore is a typical example of very heavy tax on tobacco products and Australia has recently made "Plain Packaging" Cigarettes legally enforceable.
