Thanks, Mr. Simha for your valuable advice, however, I do not know what is Book marks.  I today sent the RTI for file inspection u.s. 2(j) of RTI Act.  Will update your from time to time.

Please note when you the File inspection that Pages in file as well as Note sheets are clearly numbered chronologically ie the first paper by which the file was opened bears Number 1 and accordingly in an ascending Manner . Check if there are in marginal Notes like " DISCUSS" , "SPEAK" etc which do not throw any light on what transpired . Check whether there any STICKERS ( removable) and any Book marks .
These help you to understand the file easily and Faster
