[IAC#RG] Discriminatory attitude toward access to national statistics

NDTV has broken news that Delhi has a massive spike in rapes and molestations and other crimes have gone up too. http://www.ndtv.com/article/india/delhi-records-huge-spike-in-cases-of-rape-and-molestation-348248

It quotes NCRB data.

I know for a fact that there have been other articles related with census that got written well before the data was public. Some released before, others ready to release simultaneously.

Clearly elite media has an inside on data.

Massive profit in breaking scandalous news.

However, why is it that data is available to some Indians before others? Or even some media? Are smaller regional newspapers or bloggers second class media?

I believe that statistics when ready should be released without delay and publicly.
