In Karnataka The Information commission has In several Cases ruled that Information should be Supplied by RPAD only . It arose in a case where the police pasted the replies on to the Door of the Citizen(as if a notice /summons)
Even if you Get the them to give their bank account , you will face difficulties as the PIO mat fain ignorance of your Crediting that Amount . Already one such case where the further fees amounting Rs 8000/- credited to Treasury(bank) is Pending before our Information commission after Interim order to Refund , we are claiming Interest for the Lapsed Period .
Therefore the Correct methodology would be that the Replies or Information be sent by RPAD on payment of Further fees .Yes of   course the Postal charges to be Borne by the PA  as decided in Indian railways matter

In reply to me on an RTI application, Shri Sanjay Saxena, Regional Manager (East) and PIO, DTC has informed,  "You are requested to deposit the above cited amount with the Cashier, N.N. Depot, Delhi-110093 on any working day before 16.00 pm. And submit the receipt to the office of undersigned or pay the amount in the form of DEMAND DRAFT/POSTAL ORDER and thereafter collect the information from this office".
The amount of deposit has been informed is Rs. 24/- meaning thereby only 12 pages will be given and I live in Dwarka, now will have to waste full day for collecting the information and much more amount on travelling from Dwarka to Nand Nagri Depot in East Delhi. This is against the RTI Act and practice aimed at harassing the applicants to give up the follow up of the RTI application.

However, I have sent the IPO's by post requesting to send the info by post, let me see the outcome. I wonder how the information contained in 12 pages cannot be sent by speed or registered post while the PIO will have not to pay for this from his own pocket but from the DTC.  Do not know whether he is acting on the instruction of the higher authorities or on his own.
