[IAC#RG] CIC's letter to Shri Shinde on Padma Awards

Sub: CIC's letter to Shri Shinde on Padma Awards

Respected Sir

I refer to an email being circulated by Shri Subhash Chandra Agrawal in the media containing what purports to be a letter (enclosed) dated 31.05.2013 from you addressed to Shri Shinde Union Home Minister.

The reason I am sending this email  is because the said letter is not published on the CIC's website under the list of important letters issued from/to the CIC. It must therefore be an unimportant letter which has engendered such talk and scandal which I must inform you of promptly.

And yet, for such an unimportant letter the contents are quite extraordinary. You have stated to Mr. Shinde that persons have variously requested the Central Information Commission for information on the norms, procedures, criteria etc for selections for Padma Awards, and you have asked Mr. Shinde to publish the said details on the MHA website.

You know of course that CIC is not the "concerned" public authority to receive requests regarding the Padma Awards, and such requestors could have been easily sent packing by CIC's PIO. And yet you strangely chose to oblige them by sending this letter to Mr. Shinde while keeping the requestor's names a state secret therein.

However, certain Commissioners in your Commission (I am sure you know who they are) have quite another story to narrate about this (and other) secret letter(s) of yours.

They tell of requestors who intend to "blackmail" the Government to get Padma Awards for themselves and their colleagues, and how your office has been corruptly influenced to issue such a letter to facilitate their blackmail in the last months of your reign at CIC.

They tell of the secret deal you cut with the persons circulating such letters in public domain, and their controllers, to bring political parties under RTI Act, so that the parties would be more amenable to allowing  the monsoon session of Parliament to function to get a law passed to take several categories of organisations out of RTI Act and to also simultaneously get some truly outrageous legislations like the Food Security Bill enacted.

They tell how this entire drama of "Political Parties under RTI" was scripted well in advance for the CIC to allow the UPA-II Govt to survive a few months more, and how you, and also your successors as Secretary/DoPT, shall be amply rewarded in the after-life for treachery on the nation in general and the RTI movement in particular.

FYI, Mr Subhash Chandra Agarwal has also circulated a DoPT document yesterday where Mr P K Misraji's name is shown as an applicant for the post of Central Information Commissioner. So this tends to support what your brother Commissioners are saying about your scandals.

Finally, I do hope that the impugned unimportant  letter is "elevated" in importance by being published on the CIC's website as soon as possible.
