As IAC is agreed that ALL political parties are corrupt, more or less
to the same degree, the present issue is one of Mr. Narendra Modi's
BJP government role in passing a moth-eaten and emasculated PCA
amending Act, which is not expected from somebody with 56 inch chest.

The heart of PCA is section 13 which defines "criminal misconduct" for
public servants. By watering this down and replacing its core clauses
with proving of "bribery" to a Lokpal via amended section 7 and by
diluting section 17 to make the police into eunuchs, there is nothing
left in PCA except hollow and unenforceable words.

After this exercise where PCA is converted into "Prevention of Bribe
Act - where bribe means being caught red-handed", no public servant
has anything to be worried abut on the corruption front and shall be
performing somersaults to oblige Modi's corporate cronies.

This is the first note I am writing because it pained me to see that the so called intelligensia fighting for the wrong things rather than going deep into the reasons of the decay and correcting them.

 the land holding of a poor farmer,I am talking poor farmer, on average is less than few acre and the no. Of children is three or more. With this land holding they are unable to meet their minimum needs of food and clothing, forget about educating the children,their marriages or some emergency requirements. What will be the status if the land piece is further divided amongst the children. They will have no option but to sell the land to the money lenders and become criminals/live on Govt. Doles like MNREGA or such govt sponsored scheme,because of which we, rather than making them self respecting proud Indians, we are making them beggars, thieves,criminals. As you are well aware even the doles given by the Govt. Do not reach the intended beneficiaries. By these schemes the govt encourages infrastructure which is thoroughly inefficient and corrupt.
By all means agriculture should be given the highest importance but at the same time job creation is also equally important,and for that industrialisation is the only way. For that land mass is needed, world class infrastructure is required. Fair compensation for the acquired land must be given to the farmers. Their rehabilitation by providing jobs to them and their children should be ensured. It should also be ensured that the purpose for which the land is acquired is used for that only. 
Further Our agricultural output per unit of land mass is one third or less of the developed countries output. This is where our efforts should be put ,if we really want to help farmers.

2. Future of In dian Agriculture is very bleak. Si nce liberalisation, the Govt. approach is to treat agriculture as an industry. The figures are quoted to show that its contribution in GDP is less than 20% and the rate of growth is 2% as compared to industries and services. But nobody is prepared to help the farmer except lip service. If the Govt. creates conditions that a farmer,s son has to migrate to the city to get a job, what hope there is for the future of Agriculture. Agriculture in India cannot be Agri. in US or Europe.
Agricuture is a back breaking activity. Food security ceased to be important after the green revolution of 70,s. With the climate change and Govt. policy we are heading to a bleak future for farming community-the backbone of rural India.

It is unfortunate that we have yet another PM and government that is showing all signs of failing just like the predecessor UPAs.
In all jobs there is an element of this or that type and quantity of risk that comes along with it. One has to work / perform within and despite those risks. Hence, if the babu is scared to "perform", which seldom does in any case, he should quit and move on to some other type of job where the risk parameters suit him better.
Even otherwise, they should explain whys and hows of Vadara, coal, CWG, Bofors, Jeeps, ................... etc.

Despite all the nonsense being published in the paid
media, the Modi
Govt is all set to make the already weak "Prevention of
Corruption
Act" even more irrelevant and unworkable.

The proposed Act is now a deadly cocktail between
a) a drastically reduced definition of corruption,
b) a system where the citizens cannot report and prosecute
offences of
corruption directly,
c) a system where the police cannot investigate complaints
of
corruption, a system where the Lokpal / Lokayukt is given
tremendous
discretionary and concentrated powers.

If we see who are the people who drafted this nonsense and
are
promoting it, we end up with the same old set of "Team
Anna" rascals
and their judicial godfathers. The recent one being drafted
up by the
Law Commission where Justice (Retd) A.P. Shah has been
placed.

The next decade will certainly be the most corrupt decade in
India's
history because the common people have been fooled into
signing away
their freedoms and rights by these "Team Anna"
rogues who are now
mainly sitting in BJP and Aam Aadmi Party.

Here is the Law Commission's report, which in effect
says, that bribes
are legal so long as the bribes are delivered to an outside
"party"
and the babus should have no fear of prosecution.

To take a hypothetical example, If "Mr. A" makes a
donation to Aam
Janta Party, and the Aam Janta Party legislators (embedded
as
Parliamentary Secretaries) push through the files in the
Secretariat
building for providing WiFi in UT of "Andamans" to
cause a loss of Rs.
10,000 crores to the islanders, the Secretary of the IT Dept
in whose
name the orders are issued will be untouchable.

Dear Mr. Jain,

We are not on this forum to enjoy' in the situations' as you term it. We are trying to make sense of the political motives behind the Govt. policies and programmes and how they are going to affect the common man/AAM Admi/ Mago people, specially of Central Govt. and by extention Delhi State Govt.
AAP made a number of promises to the electorate and got elected by an overwhelming majority. WIFI is one of those promises.
This should have a low priority compared to promises for schools, colleges, employment, water and electricity. But surprisingly WIFI has got the first priority and Mr.S. Roy being involved in Delhi developments for a long time specially after IAC,s 2011 JanAndholan, is following WIFI developments closely. It is in that context I made the observation that, 1. The Chief Minister administering oath of secrecy to Parliamentary secretary is not correct as the power should vest in the Lt. Governor. 2.Likewise it appears that to keep the flock togather, the Chief Minister has appionted 2/3 Parliamentary secretaries. So what the duties,powers and privileges of those MLAs as parliamentariey secretarys- is a legitimate question. Ultimately will all these lead to corruption is the legitimate concern of IAC
Regarding farmers plight, Mr.Vekataram had posted his views about a week a back. Surprisingly there is no comment or views expressed so far. That is the lip service we pay to the farming community.

Dear Sir,

I refer to my earlier complaint about role of Mr. Adarsh Shastri, MLA,
in conducting the WIFI stakeholders consultations between 24-27th
April 2015.

I also refer to the PRESS RELEASE titled as "Delhi Chief Minister
administers oath of office and secrecy to newly appointed
Parliamentary Secretaries" dated as 27.04.2015. It seems this was done
post lunch on 27.April.2015 but you can confirm the same from official
records.

In these circumstances I request to be provided complete information
as to how Shri Adarsh Shastri participated as, and was also permitted
to participate as, "Parliamentary Secretary to Minister IT" during the
3 day conference / stakeholders consultation on WIFI in Delhi, when he
had not been administered any oath of office and secrecy till then. It
is not clear to me how papers I had submitted to Secy/IT as part of a
government consultation process could be disclosed to Mr. Adarsh
Shastri or how any recommendation could be passed on WIFI in Delhi
without considering my submissions or how Mr Shastri could even
communicate with me officially.

I reiterate that apparently Mr. Shastri was deliberately inserted into
the WIFI decision making process by somebody without any authority,
and so as to ensure that my submissions are not considered. It is
pertinent that there is no information whatsoever on Delhi Govt
website about powers, source of powers, job and scope of
"Parliamentary Secretary" which I could easily locate.

I would also request you to inquire into the circumstances whereby a
Wifi task force has been formed in a completely opaque and
non-transparent manner involving persons with dubious antecedents. In
the alternative you may kindly ensure that all relevant records of
Delhi Dialogue Commission for the Delhi-wide WIFI scheme are made
public so that I may pursue this under vigilance angles.

I again urge that the WIFI consultation process has been vitiated, and
needs to be properly conducted 'de-novo' with full prior disclosure
and transparency maintained throughout.

Yes I agree that it will dilute the penal provisions further.Gradually we are witnessing the same drama being played out first by Dr. Manmohan Singh, who in the begining of his tenor was trying to make the bureaucracy responsive but gave up the efforts leading finally to the Anti corruption agitation of 2011. Now congress is replaced by the AAP crowd. Media is playing the role of Sakuni.

The next decade will certainly be the most corrupt decade in India's
history because the common people have been fooled into signing away
their freedoms and rights by these "Team Anna" rogues who are now
mainly sitting in BJP and Aam Aadmi Party.

Here is the Law Commission's report, which in effect says, that bribes
are legal so long as the bribes are delivered to an outside "party"
and the babus should have no fear of prosecution.

To take a hypothetical example, If "Mr. A" makes a donation to Aam
Janta Party, and the Aam Janta Party legislators (embedded as
Parliamentary Secretaries) push through the files in the Secretariat
building for providing WiFi in UT of "Andamans" to cause a loss of Rs.
10,000 crores to the islanders, the Secretary of the IT Dept in whose
name the orders are issued will be untouchable.

1) IAC is an anti-corruption platform. We are least concerned about
farmers and common people.

2) WiFi scam is at least a Rs. 10,000 crore scam by the time it will
unfold in all its forms and developments. The monthly revenues
involved are directly of the order of Rs. 300 crores per month
initially to the favoured persons.

3) None of us enjoys the present scenario, but in our own ways many of
us are trying to improve society for those who cannot do so. There is
nothing personal in any of it, and we are not politicians or seeking
after political posts.

[IAC#RG] Violation of oath to preserve protect and defend constitution and law and constitutional penalty of removal from service

Department of personnel and training GOI as  also Department of  Justice have nodded the proposal to inflict constitutional penalty of removal from service for violation of oath and these proposal is sent to Ministry of homes for notification and is expected anytime.Another petition is for a cleaning exercise to clean all violation of constitution and law to all the departmental heads in view of constitutional fetters by article 77 ,violation of oath and rules of parliament that no addition or amendment shall be made to a plenary legislation other than what is delegated.This petition prsec/e/2015/02369 is forwarded to Ministry of Homes for notification.Anyone requiring further clarification may contact undersigned.
A letter to Secretary Press Club of Claicut for educating the citizens is attached herewith.

I refer to my earlier complaint about role of Mr. Adarsh Shastri, MLA,
in conducting the WIFI stakeholders consultations between 24-27th
April 2015.

I also refer to the PRESS RELEASE titled as "Delhi Chief Minister
administers oath of office and secrecy to newly appointed
Parliamentary Secretaries" dated as 27.04.2015. It seems this was done
post lunch on 27.April.2015 but you can confirm the same from official
records.

In these circumstances I request to be provided complete information
as to how Shri Adarsh Shastri participated as, and was also permitted
to participate as, "Parliamentary Secretary to Minister IT" during the
3 day conference / stakeholders consultation on WIFI in Delhi, when he
had not been administered any oath of office and secrecy till then. It
is not clear to me how papers I had submitted to Secy/IT as part of a
government consultation process could be disclosed to Mr. Adarsh
Shastri or how any recommendation could be passed on WIFI in Delhi
without considering my submissions or how Mr Shastri could even
communicate with me officially.

I reiterate that apparently Mr. Shastri was deliberately inserted into
the WIFI decision making process by somebody without any authority,
and so as to ensure that my submissions are not considered. It is
pertinent that there is no information whatsoever on Delhi Govt
website about powers, source of powers, job and scope of
"Parliamentary Secretary" which I could easily locate.

I would also request you to inquire into the circumstances whereby a
Wifi task force has been formed in a completely opaque and
non-transparent manner involving persons with dubious antecedents. In
the alternative you may kindly ensure that all relevant records of
Delhi Dialogue Commission for the Delhi-wide WIFI scheme are made
public so that I may pursue this under vigilance angles.

I again urge that the WIFI consultation process has been vitiated, and
needs to be properly conducted 'de-novo' with full prior disclosure
and transparency maintained throughout.

hospitals, Agricultural and polytechnic colleges, Police station,
around them as Modi government is explaining to People and farmers
at large. Every Indian's duty to protect poor farmers by help them
out in all possible manner. Kishan vikas patra scheme should be
encouraged IN SUCH A WAY that money UP TO TWO LAKHS ONLY EVERY
YEAR will become double in six years and Tex rebate will be full so
that people of India mainly middle class service people rush to save
their money in KISHAN VIKAS PATRA. MIDDLE CLASS SERVICE PEOPLE WILL
BE BENEFITED AND WILL HAPPY,

[IAC#RG] Grievance re: GoNCTD's press release dt. 27.April.2015 on WiFi consultation

I refer to the GoNCTD's press release titled as "DELHI DIALOGUE
COMMISSION AND DEPT OF INFORMATION TECHNOLOGY COMPLETE 3-DAY Wi-Fi
CONSULTATION " dt. 27.April.2015

Kindly note and record my strong protest against any possible mention
anywhere that I voluntarily participated in any program / event in
which well known lobbyists associated with Delhi Dialogue Commission
are associated.

I additionally protest as follows, and which I request to be also
recorded:/ noted -

1) That I never responded to any communication or notice from Delhi
Dialogue Commission."DDG"

2) That I only responded to the public notice issued by Dept of
IT/GoNCTD in your title, which had no mention whatsoever of DDG.

3) That I strongly protest that I was called to an Aam Aadmi Party
function conducted in the auditorium of Delhi Sectt. Building under
the guise of being invited to an official GoNCTD consultation under
your aegis.

4) That I strongly protest at direct involvement of so-called
Parliamentary Secy. to Minister IT. one Shri Adarsh Shastri, in the
process, or that he was shown any paper filed by me. I firmly request
to be immediately provided a copy of Mr. Shastri's appointment order
and which details the source of power and his role and scope of work
within the Delhi Sectt building which houses the executive branch of
GoNCTD which solicited my inputs on WiFi in Delhi. As far as I know a
Parliamentary Secretary is usually not a Government Officer.

5) I may also mention that when I directly put it to Mr. Adarsh
Shastri what the role of the DDG was in the WiFi detailing process and
if it was akin to the National Advisory Council - "NAC", he publicly
replied this was beyond the scope of the consultation proceedings. I
therefore have every reason to doubt the Press Release and to be
properly informed on all aspects of the "WiFi in Delhi" implementation
process. As such kindly also preserve the video-graphic recordings of
the conference/consultation as the transparency and accountability
aspects of this matter are likely to be agitated by me further.

6) I would also request to be informed about the circumstances whereby
the following persons are associated with this WiFi project and in
what capacity, and if they have access to my inputs :

a) Mr. Nikhil Pahwa
b) Mr Mahesh Murthy
c) Mr. Pranesh Prakash

7) That a copy of the recommendations of the conference / consultation
be given to me immediately by return email, in the interest of full
transparency and openness.to stakeholders. I urge that if the IT Dept
was truly transparent abut the process being followed for the Free
WiFi scheme it would upload the entire file/s on the website suo-moto
now that the conference is concluded with a recommendation and release
all comments and proposals received/made as this is a MATTER OF WIDE
PUBLIC INTEREST.

I would be obliged if an acknowledgement indicating time to action on
my instant grievance is given within 5 days, as per the Manual of
Procedure or any other standard the GoNCTD follows.

[IAC#RG] Urgent Submission re: upload of responses to OTT Services Paper No. 2/2015

Dear Sirs,

I congratulate the TRAI for uploading all the responses received from
stakeholders for the consultation subject paper, along with the email
IDs of the senders.

I have perused the same and observe that there are numerous fake email
IDs and fictitious names being used to submit the responses to this
paper. I believe that several offences have been committed under IT
Act 2000 by sending these emails which squarely fall under scope of
section 66-A of IT Act 2000 and also the Indian Penal Code. (NB: The
said section continues to be on the stature books notwithstanding the
recent judgement of the Hon'ble Supreme Court, as I am given to
understand that the UoI plans to appeal it and the judgement has not
achieved finality).

I have come to know that the core persons behind this exercise of
spamming the TRAI's consultation paper are members of an Aam Aadmi
Party "task force" for providing internet services in Delhi which is
affiliated to the "Delhi Dialogue Commission". Many of these same
persons had also fanned a campaign to assail section 66-A of IT Act
2000 as "draconian" and which involved funding from overseas online
gambling interests and so as to get the "Information Technology
Intermediaries Guideline Rules 2011", regulatory regime disabled.

In these circumstances, as an aggrieved person and stakeholder, I am
requesting that the TRAI, as owner of the affected computer systems/
networks, immediately turn this matter over to the Cyber Crime Cell of
Delhi Police so as to identify and prosecute the persons and
intermediaries and IP addresses behind this criminal conspiracy which
systematically and deliberately spammed a public regulatory process
with fictitious and false email messages so as to cause annoyance,
inconvenience, obstruction, hatred, ill will,enmity etc.

I am especially aggrieved as follows:-

a) Because the reasoned responses I submitted on 19-April-2015 on
behalf of "India Against Corruption" have been lumped together with
these spam responses.

b) Because the reasoned responses I submitted on 24-April-2015 on
behalf of "National Campaign for Political Reform in India" have been
lumped together with these spam responses.

c) Because the TRAI has segregated out for preferential treatment and
publication the responses received from the Telecom Services Providers
so as to favour them. It is self-evident that this has been done
deliberately.

d) Because the TRAI has deliberately buried my responses because they
contained trenchant fair criticism directed at the TRAI and certain
TSPs.

e) Because the TRAI has deliberately not placed my aforesaid responses
with those from other associations of stakeholders, so that the public
shall not counter-comment on it.

So hence I request that my responses, and those of other associations
of persons similarly placed, be also prominently published so that
counter-comments may be received. And the same may be done urgently.

Furthermore, the time to file counter-comments may be extended as it
is physically impossible for smaller stakeholders to file their
counters under these circumstances of criminal conspiracy to derail
the regulatory process.

NB: I have good reason to believe that a large number of these emails
to TRAI have originated via forms on the .IN domain name
"savetheinternet.in" which is registered to "Pranesh Prakash" of
"Centre for Internet and Security " as per the WHOIS records
