[IAC#RG] NFLPM could have prevented continued brutality by Saudi diplomat on two hapless Nepalese Women in Gurgaon, India

Dear countrymen and women,

1. The continued brutality suffered by two Nepalese women at the hands of that Saudi diplomat in Gurgaon, India must send urgent alarm bells to the world in general and the Indian government in particular.
2. When Nirbhaya incident brought the worst international shame on India on 16 Dec 2012, we from Broadband India Forum (BIF), presented a mobile solution as National Family Locator and People Monitoring (NFLPM) integrated with 100 police as an essential G2C service for safe India on 04 Jan 2013 with huge potential to prevent at least 70-80 % sexual assaults on women. This requires an ordinary smart phone with camera and GPS with every woman. Government of India after 3 years of constant prodding at the level of PM, HM, ICTM and WCDM has just mandated only a portion of NFLPM, a panic button on every mobile as women safety initiative, completely leaving out the huge rape preventing ability of NFLPM.
3. These two hapless women, if,  had an ordinary smart phone with camera and GPS and NFLPM, one of the two would have taken a photo in the first sexual assault of the Saudi and just automatically sent to police in an instant using NFLPM as it is to be seamlessly integrated with 100 police. The Saudi would have been arrested within 24 hours with irrefutable evidence of date, time, location and the first beastly act itself as a photo captured, prosecuted and punished in 3 months as per the law, sending a very stern message to all goons who would think 10 times before doing such things to any woman.
4. Honorable PM sir and WCDM madam, how many more women India needs to make rape victims before you declare NFLPM as the first essential G2C service for safe India in National Digital India Plan ? UPA government from Nirbhaya case time never even understood NFLPM but your government has mandated at least a panic button on mobiles within 14 months of receiving a proposal for NFLPM solution in your office in Jun 2014 from BIF. Please empower women in India within 6 months to protect themselves with NFLPM G2C service in Digital India.
Lets press hard to make NFLPM happen first in India as it does not exist any where in the world today.

1. Delhi is not surrounded by Punjab but Rajasthan'
2. Delhi can be divided in 4 zones-
  a. Leyton,s Delhi- which is the seat of the central Govt. including residential. The Central Govt. will not part with its hold on this.
  b. DDA colonies- where development is regularised.
  c .Old Delhi- controlled by Delhi Municipal corporation.
  d. Extended colonies- on all sides-a part of rural Delhi zone. Some colonies developed- many not developed.
  e. Cantonment area- under defence forcs.
  Kejrivals vote bank is mainly immigrants, which also is slipping.
 No State will allow this experiment in other metropolitan cities.
Bangalore is very well planned and onditions of roads and other infrastructure is much better except garbage disposal. Metro problem is due to tussle between technocrats and IAS lobby.

- Possibilities of the AAP model if used in governing other cities

Most Indian cities are badly governed. Can the Aam Aadmi Party be a model for their better governance? Delhi is the national capital. Residents include the highest constitutional authorities, a huge bureaucracy, major public and private corporate headquarters, embassies, the international and local media, and many others. The city requires a secure and attractive environment. As the capital it must display the best of India. While the laws might make it a "state" it is unlike other states.
Delhi is almost entirely urban. Surrounded by states like Haryana, Uttar Pradesh, Punjab and others, it is a corridor city with large migrant and floating populations. It is also a magnet for other Indians for employment, for lobbying with government departments, or just for visiting the historic and powerful city. Given the disparities in the population in age, cultural, educational and socio-economic factors, it has significant challenges. All Indian metropolitan cities face these challenges in greater or smaller measure.
The Delhi government has limited authority to govern and make laws. It cannot do so on public order, police and land. The principal agencies of change in Delhi are the Delhi Development Authority, the Municipal Corporation of Delhi, the New Delhi Municipal Council, the Cantonment Board and the police. Some of them have elected members who might belong to a party in opposition to the one ruling the state. Each agency functions autonomously, and reports to the Central government. Accountability to citizens is vague and so is supervision. Other cities have faced the same issues: multiple, sometimes overlapping, agencies, no coordination or direction, different state and municipal ruling parties.

About 49 per cent of the Delhi population, nearly 73.5 lakh people among 1.5 crore, live in slums and unauthorized colonies. Only 7.5 lakh Delhiites enjoy all civic amenities. Half are not connected to secure water and many live in homes not electrified, or not legally so. Government schools have absent teachers, poor quality teaching and poor sanitation. Health services are poor for them. Drainage is almost non-existent. Houses and roads often get flooded with stinking drain water. Corruption is rife at all levels and for all services. Other cities face these problems too. Their state governments give little support but collect much of the state revenues from them.
Arvind Kejriwal realized, after his India Against Corruption morphed into the AAP, that these slums and colonies would be his bastion, not the middle-class and traders who flocked to the IAC meetings. The poor wanted improvement in living, not speeches on good governance or budget deficits. Every major city has similar populations and challenges. Their underclass is unhappy and ready to be mobilized.
The AAP government has been about six months in power after the 49 days earlier. Has it delivered on promises? Can it be a model for other cities, also badly governed, corrupt, needing better roads and garbage clearance? Could local citizen movements in Bangalore, Mumbai or Chennai follow the Kejriwal route to leadership and reform?
The AAP government has announced free water supply to small users, halving power prices for small users. When retail onion prices rose to Rs 70 a kilogram, the government is subsidizing the prices to Rs 30. The cost to government of these measures is not known. The AAP claims (without evidence) that the low-level corruption that affects the majority has now almost stopped.
Kejriwal is a self-confessed anarchist. His governance style is confrontation, with the Centre, the media (that built him) and others. Serial confrontations with the Central government for more authority over the police, bureaucratic appointments, municipal bodies are an almost daily occurrence. Kejriwal asked the prime minister to help, but attacks him for not giving powers. He has moved from being a media-handling prodigy to a grump. Can new city leaders benefit their cities by continuous confrontations with their state governments for more resources and autonomy for their cities?
Bangalore, for example, has abysmal public services (roads, pavements, traffic management, garbage collection and disposal, violent crimes against women and children, a forever under-construction metro project. The Bangalore Agenda Task Force and the Bangalore Political Action Committee were movements led by professionals to improve Bangalore. They have not captured governance nor reformed the city. Nor have other metros with similar movements. Do they need a Kejriwal-type anarchist leadership?
The IAC was a mass agitation. It tapped into the public disgust at the large-scale thefts of public money and the deterioration of their city. Scams under the United Progressive Alliance reinforced the anger. Anna Hazare was a Kejriwal puppet leader whose simplicity of dress and speech made him seem Gandhian. A former soldier, in his seventies, he cleaned his village of Ralegaon Siddhi of corruption and alcohol consumption, improved its literacy and higher education, introduced better agricultural practices that brought prosperity to the villagers. Hazare was a scourge for corrupt Maharashtra politicians. There are such local leaders in other states too. A wannabe city leader looking to transform his city's governance will need to import such a person and build his visibility on such a reputation.
Leaders like Kejriwal can rise from among professional people in other cities. But they must be fiery activists, loud, brash, and even offensive in consistently demanding city reform. In Chennai, Mumbai, Bangalore and other metros, there are such concerned professionals. They use reason, not passion.
Kejriwal was an income-tax service officer who joined Aruna Roy to agitate for the Right to Information Act. He received the Magsaysay Award and learnt methods of public protest. He and Kiran Bedi, a professional police officer from Delhi, brought Hazare to Delhi to become the IAC's face. Kejriwal understood media manipulation. The anti-corruption protest agitated the media. Kejriwal got extensive television coverage and benefited from the proximity to Hazare's halo. He was always with Hazare on TV, often speaking for him. The public identified him with Anna Hazare.
The IAC's agitation was for getting a strong legislation for a lokpal. Once Hazare faded from the scene after a long fast, Kejriwal became its sole public face. He soon converted it into a political party. The lokpal was soon forgotten. Anna Hazare was not seen nor heard. Bedi went with Anna Hazare. Aruna Roy was not connected. In time Kejriwal also broke with his powerful supporters - the Bhushans and Yogendra Yadav. Any urban professional wanting to lead his city must have this ruthlessness, strong cynicism about causes and know when to drop them. He must be brutal in discarding colleagues who are no longer relevant to a revised purpose.
Kejriwal was now a self-described anarchist politician. He wooed the large numbers of people in Delhi's unauthorized colonies and slums. They fell for his promises of regularizing their status, providing housing, free water, cheap electricity and less of the corruption that affected them daily. He promised to (illegally) redistribute to consumers the "regulatory assets" of Delhi's electricity distribution companies. The illegality of the expropriation never bothered this former income tax officer. Such grand promises by a 'saintly' leader would be believed. In Delhi it ultimately got the AAP overwhelming votes. New urban leaders need chutzpa.
The 2014 Delhi elections made the AAP the largest party. With support from the publicly despised Congress, Kejriwal formed a government. He resigned after 49 days for specious reasons. The AAP's overwhelming majority in the next elections was helped by the Bharatiya Janata Party discarding a tried leader (Harsh Vardhan) for a brittle and uncharismatic Bedi.
The anti-corruption movement had attracted many lakhs of well-meaning sincere people from the urban middle class. They deserted Kejriwal after his frequent confrontations and grand promises. The large vote block of the poor remained.
The Kejriwal model calls for hard work over years in building a self-image of sacrifice and honesty, with ruthlessness, cynicism, and the ability to use and discard people. It needs the confidence to abandon issues in favour of other more relevant ones. Urban professionals will donate, march, and support but they are too soft to copy Kejriwal.

I personally think that using Vivekananda as an example is a poor
choice for this topic.

As his own sect has stated, Vivekananda may have left India as an
Indian, but he returned from USA, after about 3 years, as a fully
indoctrinated agent of US Capitalism to promote a foreign scripted
version of "Hinduism" which is utterly fake, materialistic and corrupt
(in all senses).

A long line of US financed and trained agents have thereafter been
promoting this same line of garbage, carefully designed to resonate
with the lumpens by their fascist / misogynist overlords. The RSS and
AAP both being prime examples of this ideology of US sponsored
"Vivekananda-ism" which is nothing the lowest Hindu doctrine of
selfishness (Karmayoga) being practised by trader communities for
millenia, and which is the root cause of most financial corruption in
India.

Dear People Of India,

As you know OROP (One Rank One Pension) has been announced though with some warts which need rectification and after getting the war heroes and war widows, many in their eighties, on the streets, a sad spectacle. As there has been a lot of disinformation and lack of awareness, you need to know some facts. These have gone unnoticed.

1 We are Indian Army Soldiers. Countries like the US and UK and most other advanced democracies, with Armies that are facing conflict, venerate the men and women who serve in the Armed Forces. The UK parliament has even passed a law called Armed Forces Covenant . An Armed Forces Covenant is the expression of the moral obligation that the government and the nation owe to the armed forces community. The covenant acknowledges that members of the armed forces sacrifice some freedoms and often face dangerous situations. It recognises that families play a vital role in supporting the operational effectiveness of the armed forces. It is only in India where our men and women have to go through the humiliation of a comparison with a discredited bureaucracy. 

 In the United States, 15 presidents have served in the Army/Army Reserve , 9 in the State Militias, 6 in the Navy/Naval Reserve, with 2 presidents having serving in the Continental Army. In addition, eight presidents served during World War II, while seven served in the military during the American Civil War. That was the kind of military service they did before becoming the President and Commander in Chief of the US of America. No wonder they respect their Armed Forces and their Veterans. 

 2 Your Armed Forces  cannot be compared with the IAS,  IPS, BSF, CRPF, ITBP,  CISF , NSG,  Railway Protection Force, Rapid Deployment Force or the State Armed Police Forces.

 A Nation can have only one Military. 

The renowned sociologist Morris Janowitz had famously said: "The intimate social solidarity of the military profession is both envied and resented by civilians." A bureaucrat is in no way comparable to a man or woman who serves in the Armed Forces. Nowhere is this comparison even attempted, not in the United States, the United Kingdom or even China. It's laughable and making that comparison is ludicrous. Neither can the Armed Forces be compared or equated to other police forces of a Country.

3   WE ARE ACCOUNTABLE TO YOU AND TO NO ONE ELSE BECAUSE :

        (a)  WE  HAVE PLEDGED TO PROTECT YOU, AND WE LIKE TO KEEP OUR WORD !

        (b). WE  ARE SURE THAT YOU LOVE US AND WE KNOW THAT YOU BELIEVE THAT THE INDIAN MILITARY IS THE LAST BASTION OF HOPE WHEN THE GOVT MACHINERY, IAS,  IPS, BSF, CRPF, ITBP,  CISF , NSG,  RPFHAVE FAILED ----- AND WHEN FINALLY THE ARMED FORCES FAIL ; INDIA WILL BE LOST.       

PLEASE KNOW THESE FACTS.

4  THE GOVT, FINANCE MINISTRY AND THE IAS/IPS LOBBY IS DENYING YOUR SOLDIERS OROP UNDER THE PLEA OF FINANCIAL SCARCITY . THE FOLLOWING WILL TELL YOU THEIR SCARCITY : 

        (a)  OROP ALREADY EXISTS FOR 100% OF THE BUREAUCRATS, JUDICIARY AND  ALL THE PARLIAMENTARIANS.

        (b).  OUR PENSION WAS BROUGHT DOWN  FROM 70% to 50 %WHILE THEIRS WAS RAISED  FROM 30% TO 50% IN THE 3rd CPC . 

        (c).  IN THE 6th CPC THEY DOLED OUT NFU - A SYSTEM BY WHICH ALL IAS, IPS OFFICERS & GROUP A SERVICES  (LESS ARMED FORCES)  WOULD RETIRE AT THE HIGHEST PAY SCALE -THEREBY GIVING THEM HIGHEST PENSION PLUS OROP. THEY LEFT FORCES OUT OF IT.

        (d).  THE IAS ,IPS  and the CENTRAL SERVICES  also gave themselves ACP -  ASSURED CAREER PROGRESSION - BUT AGAIN LEFT FORCES OUT OF IT . BY DOING THIS , THEY BROUGHT US DOWN SEVERELY AND HAVE MADE THE FORCES LEAST LUCRATIVE AND LEAST HONORABLE JOB. Without doubt the aim was to downgrade the Armed Forces of India. OUR ENEMIES ARE HAPPY AND WATCHING THIS GREAT DRAMA WITH GLEE ! Do you know that till date  a DIG was was between a Lt Col and a Col . Now a Col has been equated with Non-Functional Selection Grade (NFSG). The rank of a DIG  is now officially equal to a Brigadier. Both are now on a Grade Pay of Rs 8900. Because of the machinations of the Govt and the Central Services to run down the Military.

         (e)   THEY CAN  "DONATE"  $ 1 MILLION TO MONGOLIA, DONATE 1.25 LAC CRORE TO A STATE VOTE BANK, LET SCAMS OF LACS OF CRORE IN GOVT , IPL AND BCCI, give bailouts of hundreds of LAKHS to AIR INDIA but feel poor when it comes toRs. 8,300 crores for the Armed Forces personnel who  are" FORCED " TO RETIRE YOUNG SO THAT THE NATION CAN SLEEP EASY. 

       
          
5  It is not just Modi's promise but a four decade old promise, AN APPROVED PARLIAMENTARY COMMITTEE (KOSHIARY ) REPORT, A FAVOURABLE SC JUDGMENT (Maj Gen Vains ) and a promise by all Govts.

6  YOU CANNOT REMAIN INSULATED  AND SEE VETERANS AND WIDOWS IGNORED AND THE STATUS AND PARITY OF THE INDIAN ARMED FORCES vis-a- vis  OTHER GOVT SERVANTS DISTORTED. AND THIS HAS BEEN HAPPENING SINCE 1947 !!

7  GOD FORBID IF ONE OF YOUR OWN SON or DAUGHTER or RELATIVE IS IN THE FORCES ~~ WOULD YOU STILL FEEL THE SAME ?? WILL YOU SEND YOUR NEXT GENERATION TO THE ARMED FORCES NOW ??

8  WE ARE BARRED FROM STRIKES , PROTESTS, UNIONS ETC -FOR REASONS OF DISCIPLINE , BUT REST OF THE COUNTRY CAN GET WHAT THEY WANT ANY TIME BY RESORTING TO RIOTING, RAIL-ROKO etc !

9 HAVE WE EVER FAILED YOU IN PEACE,  WAR OR TERRORISM, RIOTS, FLOODS, EARTHQUAKE ??   JUST  LAST WEEK, EVEN THE SMALL SCALE  RIOTS IN GUJARAT COULD NOT BE CONTROLLED BY THE POLICE OR THE PARA MIL FORCES ( !! ) AND THE ARMY DID THE JOB !! 

CAN THIS  NATION SURVIVE WITHOUT ITS ARMED FORCES  ?? 

REMEMBER SALARY MAKES US DO OUR JOB BUT ITS HONOR AND RECOGNITION THAT IMPELS US TO EMBRACE DEATH WILLINGLY WHILE EXECUTING OUR JOB.THE POLITICIANS AND BUREAUCRATS HAVE DISHONOURED US.

        (b).  OUR PENSION WAS BROUGHT DOWN  FROM 70% to 50 %WHILE THEIRS WAS RAISED  FROM 30% TO 50% IN THE 3rd CPC . 

        (c).  IN THE 6th CPC THEY DOLED OUT NFU - A SYSTEM BY WHICH ALL IAS, IPS OFFICERS & GROUP A SERVICES  (LESS ARMED FORCES)  WOULD RETIRE AT THE HIGHEST PAY SCALE -THEREBY GIVING THEM HIGHEST PENSION PLUS OROP. THEY LEFT FORCES OUT OF IT.

        (d).  THE IAS ,IPS  and the CENTRAL SERVICES  also gave themselves ACP -  ASSURED CAREER PROGRESSION - BUT AGAIN LEFT FORCES OUT OF IT . BY DOING THIS , THEY BROUGHT US DOWN SEVERELY AND HAVE MADE THE FORCES LEAST LUCRATIVE AND LEAST HONORABLE JOB. Without doubt the aim was to downgrade the Armed Forces of India. OUR ENEMIES ARE HAPPY AND WATCHING THIS GREAT DRAMA WITH GLEE ! Do you know that till date  a DIG was was between a Lt Col and a Col . Now a Col has been equated with Non-Functional Selection Grade (NFSG). The rank of a DIG  is now officially equal to a Brigadier. Both are now on a Grade Pay of Rs 8900. Because of the machinations of the Govt and the Central Services to run down the Military.

         (e)   THEY CAN  "DONATE"  $ 1 MILLION TO MONGOLIA, DONATE 1.25 LAC CRORE TO A STATE VOTE BANK, LET SCAMS OF LACS OF CRORE IN GOVT , IPL AND BCCI, give bailouts of hundreds of LAKHS to AIR INDIA but feel poor when it comes toRs. 8,300 crores for the Armed Forces personnel who  are" FORCED " TO RETIRE YOUNG SO THAT THE NATION CAN SLEEP EASY. 

       
          
5  It is not just Modi's promise but a four decade old promise, AN APPROVED PARLIAMENTARY COMMITTEE (KOSHIARY ) REPORT, A FAVOURABLE SC JUDGMENT (Maj Gen Vains ) and a promise by all Govts.

6  YOU CANNOT REMAIN INSULATED  AND SEE VETERANS AND WIDOWS IGNORED AND THE STATUS AND PARITY OF THE INDIAN ARMED FORCES vis-a- vis  OTHER GOVT SERVANTS DISTORTED. AND THIS HAS BEEN HAPPENING SINCE 1947 !!

7  GOD FORBID IF ONE OF YOUR OWN SON or DAUGHTER or RELATIVE IS IN THE FORCES ~~ WOULD YOU STILL FEEL THE SAME ?? WILL YOU SEND YOUR NEXT GENERATION TO THE ARMED FORCES NOW ??

8  WE ARE BARRED FROM STRIKES , PROTESTS, UNIONS ETC -FOR REASONS OF DISCIPLINE , BUT REST OF THE COUNTRY CAN GET WHAT THEY WANT ANY TIME BY RESORTING TO RIOTING, RAIL-ROKO etc !

9 HAVE WE EVER FAILED YOU IN PEACE,  WAR OR TERRORISM, RIOTS, FLOODS, EARTHQUAKE ??   JUST  LAST WEEK, EVEN THE SMALL SCALE  RIOTS IN GUJARAT COULD NOT BE CONTROLLED BY THE POLICE OR THE PARA MIL FORCES ( !! ) AND THE ARMY DID THE JOB !! 

CAN THIS  NATION SURVIVE WITHOUT ITS ARMED FORCES  ?? 

REMEMBER SALARY MAKES US DO OUR JOB BUT ITS HONOR AND RECOGNITION THAT IMPELS US TO EMBRACE DEATH WILLINGLY WHILE EXECUTING OUR JOB.THE POLITICIANS AND BUREAUCRATS HAVE DISHONOURED US.
