Glad that you raised it. Manisha sisodia is a virtual cm where as there no constitutional post for deputy. This matter was raised even when CH. Devilal was made deputy p.m.

Our members should also know that Tendolkar has stated that being
equivalent in rank to a CENTRAL Election Commissioner he is able to
get away. His case is arguable because as CHIEF SIC he ranks equally
with a  Central EC or Central Information Commissioner. The State ICs
rank pari-passu with the State Chief Secretary, and the concerned SC
Judgment allows parity.

But I'm sure you know all this and had factored it in.
