Can an RTI enquiry establish under what provisions of law of the land can a CM or GoR that matter even the State/Central Govt make any announcement for any award/reward/ex-Garcia?                                     All of it can only be done under a specific law passed by the legislature and not otherwise.                                                              It is not a banana republic where whims and fancies of any individual/authority could run wildly.                                                                     Mr Roy is legally very sound and is master of RTI Act and he can, once for all, get court directions to give stoppage to such traditional arbitrary use of power by political authorities.                                                            Let it not be delayed at all.                                  S P Mathur IPS  Former DGP.

               In my view, it is a political stunt. Secondly, CM Delhi has no power to donate the tax payers money to a soldier who has committed suicide. Actually, the soldier should be booked under suicide crime. There are thousands of army men who make their sacrifice for the nation.I f CM is so generous, then he should donate from his personnel income. A case should be filed for this
